As an independent political subdivision of the State of Louisiana, OPCD follows the Louisiana Public Bid Law (LRS 38:2211) regarding the procurement of goods and construction. The agency is not required to publish competitive bids for professional services and non-tangible items, but still may elect to do so.
LaPAC is the State’s online electronic bid posting and notification system resident on the Office of State Procurement website http://www.doa.la.gov/Pages/osp/Index.aspx.
LaPAC provides an immediate e-mail notification to subscribing Bidders/Proposers that a solicitation and any subsequent addenda have been let and posted, and notice and receipt thereof are considered formally given as of their respective dates of posting.

PURPOSE:
This Request for Proposals (RFP) is to obtain competitive bids from qualified contractors interested in the
restoration of the ECC sewer lines in accordance with the terms and conditions of this RFP. The ECC has
7 (Seven) restrooms of varying sizes, and these rooms are critical to keep the ECC running and staff serving
the public safety needs of the residents and visitors of the City of New Orleans.
